The Highway 23 Coalition remains focused on a clear mission: advocating for a safer, more efficient four-lane Highway 23 corridor from southwest to northeast Minnesota. The 2025 project progress demonstrates continued momentum toward that goal while supporting long-term corridor planning.
Spanning 276 miles from I-90 to I-35, Highway 23 is approximately 30 percent four-lane. Continued advocacy, construction, and planning remain essential to completing a four-lane corridor that supports safety, mobility, and economic growth.
2025 Project Progress Across the Corridor
Several construction milestones marked the 2025 project progress. In the Willmar area, Stage 1 of the Highway 71/23 Bypass detour was lifted in November, completing the initial phase of the project. Additional resurfacing work began in August, with regular updates provided to keep travelers and communities informed.
Safety improvements were completed near Raymond and Svea with the addition of left-turn lanes at Highway 23 and Highway 71, reopening in June after an April start. Final punch list work also wrapped up the Pipestone to Russell resurfacing and drainage project that began in 2024. Near Marshall and Green Valley, resurfacing of two bridge decks was completed in August, further strengthening the corridor and reflecting steady 2025 project progress.
Planning, Public Engagement, and Future Readiness
Planning and public engagement remained a priority throughout 2025. Public information meetings in Waite Park and Rockville shared future J-turn designs planned for 2027. Phase four of the Mora Highway 65 and Highway 23 Corridor Study is expected to begin, with project scoping continuing into 2026. These efforts ensure the 2025 project progress supports data-driven decisions and long-term safety improvements.
Momentum Into 2026
Looking ahead, construction is scheduled in 2026 at the Highway 23 and Highway 7 intersection south of Clara City. Planning and funding efforts also continue for key four-lane extensions and preferred route studies. Together, these initiatives show how 2025 project progress is building momentum toward a safer, more connected Highway 23 corridor.
